  • Corrected structured Parent PLUS basis normalization so only adverse-credit denial maps to the legacy denial flag.
  • Conflicting proration or COA scope inputs are now non-authoritative and clearly surfaced for review.

  • Added explicit V2 fields for Parent PLUS context, proration status, AY denominator review, requests, caps, remaining limits, and COA scope.
  • Added structured policy decisions, eligibility stages, stable warning objects, input-presence reporting, and explicit external checks so unsupported inputs are never silently ignored.
  • Aligned REST V2 and MCP normalization while preserving V1 compatibility and the existing V56 numeric engine behavior.
